The first thing you need to do is cut your pre-formed blank in half.

 

You'll need to use shorter earring stems so the fit in the blank. I use these.

 

Fix the circular part into the vice and wrap with a good amount of thread so the glue bonds to it. You will need four for this pattern.

Use a long earring stem bent to fit in the vice and glue on the aft end and tie your tail material in .

 

Glue in two of the four short earring stems to the aft end.

Repeat the last two steps with the foreward end. Remember that the earring stems in the fore end and the aft end need to be perpendicular to each other to link up.  Disregard the markings on the blank. I was doodling waiting for the glue to dry. Also, there is a brass rattle in the head only.

Here's the pattern mocked up with the skin and eyes on. The fore and aft ends need to be epoxied seperately. 20minute epoxy will give you more than enough time to do both ends. Notice in the following image I still have the tail stem long with the right angle bend in it to epoxy and push into the rotator foam.

 

When the epoxy dries, link the fore and aft ends up, and close the ends with a pliers.
